Shelter is the UK’s leading housing and homelessness charity, and campaigns to change the law and shape government policy. The 2025 spring spending review was a critical opportunity to put social housing at the top of the political agenda, after decades of underinvestment.

Beyond’s campaign set out to shout as loudly as possible about the need for social housing, by leveraging public opinion, demonstrating the breadth of support for the issue, and by addressing MPs and policymakers directly.

Politicians listen to the voters, so we decided the best way to influence policy would be to show how much the public valued social housing, in a highly visible campaign that would feel much bigger than our actual budget allowed. We wrote an open letter to the Chancellor, Rachel Reeves, and set about recruiting supporters to sign the letter, and write to their MPs calling for more investment into social housing.

We then targeted politicians and policy makers themselves in the weeks leading up to the spending review, in a multichannel takeover highly targeted to Westminster and the corridors of power.

Over 30,000 people signed the open letter, with many thousands also writing to their MP. At the June 11th spending review, the Chancellor unveiled the biggest investment in social housing in a generation, pledging £39 billion over the next 10 years - a watershed moment in tackling the housing emergency and a huge victory for Shelter and all its supporters.
